Preface

In the artificial intelligence industry, it is generally believed that the development of artificial intelligence is entering into a new stage, showing the characteristics of deep learning, cross-border integration, man-machine coordination, open collective intelligence and intelligent operation. As with all tremendous technologies, the new generation artificial intelligence is highly uncertain, which needs to be made overall plans and guided scientifically.

The State Council of China issued The Development Plan of the New Generation Artificial Intelligence to seize the significant strategic opportunity of artificial intelligence development and to have the first-mover advantages of artificial intelligence in China.

The plan has made important instructions in grasping the development trend of global artificial intelligence, identifying the breakthrough and the main direction, comprehensively enhancing the basic capacity of scientific and technological innovation and fully promoting the development of economic society and intelligent level of national defense applications. Besides, the plan has deployed several aspects such as scientific and technological innovation systems of artificial intelligence, high-end talents training, cultivation of high-end intelligent economy and construction of the safe and convenient society.

Planing and Positioning

We should focus on accelerating the deep integration of artificial intelligence and economy, social and national defense, and regard the promotion of scientific and technological innovation capacity of the new generation artificial intelligence. We are supposed to build open and collaborative scientific and technological innovation of artificial intelligence, and grasp the characteristic of the high integration between technological attributes and social attributes in artificial intelligence. Meanwhile, we should insist on simultaneously promoting research and development, product application and industry cultivation of artificial intelligence, fully supporting national security and the development of technology, economy and society.

Three Phases

The plan specifies the strategic target of the new generation national artificial intelligence:

Till 2020

The overall national technology and application of artificial intelligence is synchronized with that of world's advanced level.

Artificial intelligence industry can become a new important economic growth point.

Artificial intelligence technological application can become a new way to improve people's livelihood.

Till 2025

The basic theory of artificial intelligence is broke through.

Part of technology and application can reach the leading level of the world.

Artificial intelligence can become the main driver of industrial upgrading and economic transition in China.

Positive progress is made in the construction of intelligent society.

Till 2030? Artificial intelligence theory, technology and application can reach the leading level of the world as a whole. Meanwhile, national artificial intelligence can become one of the main innovation centers of artificial intelligence in the world.Six Tasks

There are six key tasks in the plan:

We should build an open and collaborative scientific and technological innovation system of artificial intelligence, and strengthen the deployment from the aspects of frontier basic theory, key common technology, innovation platform and high-end talents.

We should cultivate high-end and efficient intelligent economy, develop emerging industries of artificial intelligence, promote intelligent industrial upgrading, and build innovation highland of artificial intelligence.

We should build safe and convenient intelligent society, develop efficient intelligent services, and improve the intelligent level of society goverance. Meanwhile, we should strengthen the security capabilities to public safety and promote the sharing and mutual trust by using artificial intelligence.

We should enhance the integration between military and civilian in the field of artificial intelligence, and promote the two-way transformation of artificial intelligence technology between military and civilian as well as the sharing and co-construction of innovation resources between them.

We should build safe and efficient intelligent infrastructure systems and enhance the upgrading of infrastructures such as network, big data, efficient computation, etc.

We should layout major science and technology projects in advance. Focusing on the major basic theory and common key technical bottlenecks which are specific to the new generation artificial intelligence, we should enhance the overall balance to form a group of artificial intelligence projects which focus on the major science and technology projects and balance the layouts of current and future research and development tasks.

Security Systems

The plan stresses that we should play the guided role of finance and the leading role of market by mading full use of stock resources such as the exisiting funds and bases, forming the layout of new generation artificial intelligence supported by finance, monetary and social resources. Meanwhile, we should put forward the relevant safeguard measures in the aspects of laws and regulations, ethical principles, key policies, intellectual property rights and standards, safety supervision and evaluation, labor training, scientific popularization, etc.

Industrial Measures

Becoming one of major artificial intelligence innovation centers in the world means that the competitiveness of national artificial intelligence industry reaches the leading level of the world and remarkable results are achieved in intelligent economy and intelligent society, which can lay an important foundation for our country to get into the list of advanced innovation countries and economic powers.
